Sometimes known as regulatory impact assessment or RIA, refers to the process whereby the effects of policies which are proposed to be implemented through legislation are first ascertained and measured. RIAs origins lie in the Government’s White Paper (qv) entitled Regulating Better (2004) and also in a Government decision of 2005. The White Paper described RIA as being an “evidence based approach that allows for the systematic consideration of the benefits and costs of a regulatory proposal to the economy and society ...”. In 2008, the Government published a Review of the Operation of Regulatory Impact Analysis which recommended a series of measures which were designed to improve the RIA system. See CONSULTATION.
